Phone number formats

Send an Iraqi number in any common shape; we convert it to E.164.

Spaces, dashes, dots and parentheses are ignored; Arabic-Indic and Persian digits are converted.
Iraqi mobiles start with 73 to 79 after the country code. A +964 number that is not a valid Iraqi mobile is rejected.
Other countries must be strict E.164: + then 8 to 15 digits. They are priced under INTL and are not sent until a price exists.
Anything else returns 400 validation_failed.
